Expression of Interest for Poly houses / Micro-irrigation

Expression of Interest is invited from the companies/firms/organizations of repute, who have experience of planning, designing and construction of poly houses and installation of micro irrigation systems (Sprinkler/ drip+ fogger) inside poly houses. The firms/ companies/ organizations should have sufficient experience in the construction of poly houses of different designs and installation of micro-irrigation systems. Those interested may submit complete profile of the company/firm/organization i.e. past experience of this job and technical manpower etc. The poly houses will be constructed in the entire state of Himachal Pradesh in a time bound manner. About 10 lacs sq. mtr. area shall be covered under poly houses of different sizes ranging from 6 sq. mtr. to 500 sq. mtr.in next two years.

The Technical Bid / Expression of Interest document can be purchased from the Directorate of Agriculture, Himachal Pradesh, Shimla-5 on payment of Rs. 500/- (Rupees Five hundred only) by Cash / Demand Draft non refundable on any working day on or before 26th October,2009. The expression of interest / technical bid documents can also be downloaded from department website www.hpagriculture.com. Those who will download document from website shall have to deposit cost of document i.e. Rs 500/- in cash / demand draft at the time of submission of document. The sealed document complete in all respect are required to be deposited in the Directorate of Agriculture, Krishi Bhawan, Shimla-5 in Room No. 405 on or before 27th October, 2009 by 11.00 AM. The technical bid/ Expression of Interest will be opened on 27th October, 2009 at 12 Noon. by a committee in the presence of representative of firms/ companies/ organizations who so ever would like to be present. After evaluation of technical bids those who are short listed shall be empanelled by the department for that empanelment fee would be charged. The empanelment shall be valid up to February 2010 , after which fresh empanelment shall be made. The Director of Agriculture, Himachal Pradesh reserves the right to accept or reject in full or part of the Expression of Interest without assigning any reason. Already empanelled firms/ companies/ organizations registered by the Department of Agriculture for the construction of poly houses and installation of micro irrigation systems inside poly houses need not to apply.

For the Planning, designing and construction of poly houses of different models with all types of material and fixtures as well as for providing and installation of Micro Irrigation systems (Sprinkler/ drip + fogger ) inside the constructed poly houses on individual farmers fields in the state. Those interested may submit complete profile of the Company/Firm/Organization to the above job as per schedule given below. Necessary criteria for qualification in technical competence and other terms and conditions are enclosed as per annexure –I.

Model wise rates for the Construction of Poly houses and Installation of M.I. Systems have already been finalized and the firms/companies/organizations whose technical bids are found responsive shall be allowed to undertake construction of poly houses and installation of MI systems as per approved terms and conditions and other finalized specifications.

Annexure-I

A) General:

1. The department of Agriculture is implementing a project on “Production of cash crops through adoption of precision farming practices” under Pt.Deen Dayal Kisan Bagwan Samridhi Yojna Part-I in the entire state of Himachal Pradesh. The project has various components out of which, some are planned to be executed through various firms, companies and organizations of repute with sufficient past experience in the field. About 16000numbers of green houses of various models are to be constructed covering an area of 13,45,200 square meters in the entire state. The project period is for 3 years.
2. The firms/companies /organizations are required to do the construction work of majority of the models of poly houses along with all materials and providing and installation of micro irrigation systems i.e. sprinkler or drip fogger combination. The firm can opt for single activity i.e. construction of Poly houses or providing and fixing of suitable micro-irrigation systems or can opt for both the activities in combined form.
3. The sites of construction of poly houses shall be selected jointly by the company and Officers of Department of Agriculture of the respective areas/ Distts. The Dy. Directors of Agriculture of the respective Districts are the Nodal Officer of this project at district level.
4. Models wise details for different location as per Agro- Ecological and Agro- Climatic Zones can be had from the directorate for detailed studies. If firms/companies/organizations have their own successful models , then they can supply the details for poly houses having 40 sqm, 100 sqm, 250 sqm,500sqm to 1000 sqm covered area, both with shade nets and without shade nets and also with details of Micro- Irrigation systems like sprinkler / drip + fogger.
5. The wooden models will be constructed by the beneficiaries themselves through locals artisans with material, but the UV – Films etc will be purchased from recognized /authorized dealers whose offices are located in H.P. or from all other such dealers , which have been shortlisted by the department.
6. Financial assistance @80% of the cost of Poly house/ Sprinkler, Drip shall be available to the farmers under the project and 20% would be the beneficiary contribution.

B) Qualifying Criteria:

1. Reputation and financial management capacity of the firms. The details of such type of works done for the last three years (construction of poly houses and providing and installation of micro irrigation system) with certificate of satisfaction from client/ Department. In case the organization is new then the past working experience of the persons working in that organization should be mentioned.
2. Nature and volume of such type of installations handled in the past. The firms should also indicate their future capacities in this regard.
3. Technical and managerial capacity of the organization. List of skilled and semi skilled workers employed with type of machinery available in their workshops.
4. The company as far as possible should be located in H.P. or at least should have their dumps/office in the state. In case firms do not have their office in the state, they can open the same within one month from the date of their empanelment. No billing will be allowed from outside the state. Some of staff of the company should be well conversant with local dialect and other related problems in hills or have such persons employed in the company who can discuss in detail the objective and usefulness of poly house and micro irrigation systems with the farming community.
5. One page write up to indicate as to how the organization feel that they will be in a position to complete the desired project targets in time bound manner and to the entire satisfaction of clients/ department.
6. The firms must have the capacity to judge the workability of structures and systems in relation to prevailing climatic conditions i.e. height of structures, shade netting needs etc, orientation of structures for wind speed and wind direction (Capable of taking wind pressure up to 140 KM. per /hr ) as well as for fixing and providing type of irrigation systems as per crop demand to be cultivated under protected conditions. No structure is to be erected without assured water supply for irrigation.
7. Any other documents / information relevant to poly house technology experience/ past expertise of the company/ firm.

C) Guidelines to the Tenderers:

1. The firms/ company/organization should submit their profile in sealed cover marked Expression of Interest (Technical Bid for Poly houses) addressed to the Director of Agriculture, Krishi Bhawan Shimla-5.
2. The qualifying criteria will be based on the information supplied by interested parties as per B above.
3. The tender documents (and additional copies) may be obtained from the Directorate of Agriculture, Krishi Bhawan, H.P. Shimla-5 on or before 26thOctober ,2009 up to 5 PM. on payment of Rs. 500/- (Rupees Five Hundred only )for one document and multiple of this amount for additional documents. The cost of document can be paid in cash or in the shape of demand draft in favor of Director of Agriculture payable at Shimla-5. Department will not be responsible for postal delay, if any, in the delivery of documents or non- receipt of the same. Document can also be downloaded from our web site www.hpagriculture.com, in this case cost of document (Rs.500/-) has to be deposited in the Directorate before or at the time of submission of document.
4. Documents complete in all respects must be delivered to the Director of Agriculture at the address given above on or before 27th October up to 11.00 AM. and these will be opened on the same day at 12.00 PM. in the presence of the tenderers or their authorized representative, who wish to be present at the appointed date and time. In case that day happens to be a holiday then the documents will be received and opened on the next working day at the same time and venue.
5. Other relevant details and necessary clarifications can be seen/ obtained from the Directorate of Agriculture on any working day between 10 AM. to 5 PM.
6. The rates for different models have already been fixed /approved which are only for recommended materials with ISI specifications and B.I.S standards. The I.S code have been specified for different type of materials with complete specifications. For UV –Films test report from manufacturers /Importer will be required. Similarly insect nets to be U.V. stabilized and manufactures certificate is to be attached. Test reports from the test houses recognized by State /Central Govt will also be acceptable.
7. The structures have been kept 6 Sqm, 40 Sqm, 100 Sqm. 250 Sqm., 500 Sqm and 1000sqm. covered area but the actual construction will depend up on the size and shape of the fields for which average rates will be applicable. The area coverage of less than one Sq. meter will be deleted for payment purpose. The quantity of equipments/ articles and works to be executed are subject to increase or decrease. The selection of models will be as per Agro-climatic zones of the state.
8. The sites will be cleared of any unwanted vegetative growth etc. both at the construction point and on sides of proposed site for proper sun light etc by the farmers. The leveling of land will also be done by the beneficiaries.
9. Based on the information supplied by the firms in technical bid, the firms will be shortlisted and asked to register themselves with the Department by depositing the registration charges of Rs. 25000/- for each component i.e. poly house and micro-irrigation system. and also undertaking has to be given by the companies to execute the project components on already approved rates. However, prior to this the firms can procure and evaluate model wise approved rates and drawing of different models. The cost of this document has been kept Rs.1000/-(Rupees One Thousand only) which can be paid in cash or in the shape of demand draft in the name of Director of Agriculture, Himachal Pradesh.
10. Suitable provisions for penalties and blacklisting of firms in the event of departure or non fulfillment of any of the agreed terms and conditions will be decided after this process of empanelment is completed.
11. No work volume is assured by the Department and firms/companies will have to compete with other counter parts.
